Places for People has appointed groundworks contractors to a £246m framework divided into 13 regional lots across England and Scotland. Coinford Central and RJ McLeod secured the widest spread of places, with each named on six lots.
M&J Evans Construction and Houlihan & Co each won four lots. The other contractors named in the award are MV Kelly, Erith, Tamdown, O’Halloran & O’Brien and Chasetown Civil Engineering. The announcement lists winners against individual regional packages but does not provide a single project timetable.
Scope of the framework
The work covered by the framework ranges from site clearance, bulk earthworks and foundations to drainage, utilities, roads, sewers and external works. In Scotland, the packages also include house foundations, completed in-situ concrete floors, plot drainage, retaining wall foundations and ducting for electric vehicle infrastructure. Together, these activities cover the civil engineering and external works associated with development sites.
Greater London is the largest regional package, valued at around £38m. The South West package covering Berkshire, Hampshire and Dorset follows at £30m, while East Anglia and the northern Home Counties account for a further £29m.
The regional lot structure means the framework brings together contractors with coverage across different parts of England and Scotland rather than relying on one national supplier. The named firms have places on the lots they won, but the award notice does not set out how many schemes each contractor will deliver or when individual packages will be released.
For Places for People, the framework covers both preparation and infrastructure work needed before and alongside development. The scope spans early ground preparation, foundations and drainage through to roads, sewers and external works, with the Scottish packages adding more detailed housing-related elements such as in-situ floors and ducting for electric vehicle charging infrastructure.
The contractor list also shows how places are distributed among specialist groundworks firms. Coinford Central and RJ McLeod have the broadest reach, while M&J Evans Construction and Houlihan & Co have four lots each. The remaining named winners hold places on other lots across the 13 regional packages. The lot allocations therefore give the client a pool of contractors across the regional packages.
The values attached to Greater London, the Berkshire/Hampshire/Dorset package, and East Anglia and the northern Home Counties indicate where the largest regional packages sit. The framework does not disclose a start date for construction or a breakdown of work by individual site, so the practical sequence of projects remains to be set through the lots.
